{"id":2174,"date":"2020-11-23T11:53:48","date_gmt":"2020-11-23T11:53:48","guid":{"rendered":"http:\/\/www.prog-ocean.org\/?p=2174"},"modified":"2020-11-23T12:13:03","modified_gmt":"2020-11-23T12:13:03","slug":"strong-online-seminar-series-on-monitoring-control-and-surveillance","status":"publish","type":"post","link":"https:\/\/www.prog-ocean.org\/blog\/2020\/11\/23\/strong-online-seminar-series-on-monitoring-control-and-surveillance\/","title":{"rendered":"STRONG Online Seminar series on Monitoring, Control and Surveillance"},"content":{"rendered":"<p>On November 17<sup>th <\/sup>and 19<sup>th<\/sup>, the STRONG High Seas project held an English online seminar on \u201c<a href=\"https:\/\/www.prog-ocean.org\/events\/strengthening-monitoring-control-and-surveillance-through-a-high-seas-treaty\/\">Strengthening Monitoring control and surveillance through a High Seas Treaty<\/a>\u201d and a Spanish online seminar on <a href=\"https:\/\/www.prog-ocean.org\/events\/strengthening-mcs-in-the-southeast-pacific\/\">Strengthening MCS in the Southeast Pacific<\/a>.<br \/>\n<!--more--><\/p>\n<p>More than 50 global participants attended the two online seminars, which were chaired by Glen Wright and S\u00e9bastian Treyer from IDDRI and included presentations from:<\/p>\n<ul>\n<li><strong>Tony Long,<\/strong> CEO,\u00a0Global Fishing Watch<\/li>\n<li><strong>Klaudija<\/strong> <strong>Cremers, <\/strong>Research Fellow, International Marine Policy, IDDRI<\/li>\n<li><strong>Sophie<\/strong> <strong>Mirgaux<\/strong>, Belgian Special Envoy for the Ocean<\/li>\n<li><strong>Sandra Bessudo<\/strong>, Director of Fondation Malpelo<\/li>\n<li><strong>Waldemar Coutts<\/strong>, Ambassador of Chile to Norway and Iceland<\/li>\n<li><strong>Luis Alfaro Garfias<\/strong>, Director General, Fisheries Monitoring, Control and<br \/>\nSanctions, Ministry of Production, Peru<\/li>\n<li><strong>Jeannette S\u00e1nchez<\/strong>, Director, Division of the Natural Resources, Economic Commission for Latin America and the Caribbean<\/li>\n<\/ul>\n<p>Monitoring, control and surveillance (MCS) is critical for the success of marine conservation and management, but effective MCS is especially challenging on the distant waters in areas beyond national jurisdiction (ABNJ). Member States at the United Nations (UN) are currently negotiating a new treaty for the conservation and sustainable use of high seas biodiversity and there is a growing interest in how MCS tools and policies can be applied to this vast global commons.<\/p>\n<p>The first webinar, which was held in English on November 17<sup>th<\/sup>, explored how the ongoing negotiations can strengthen Monitoring, control and surveillance (MCS) and highlighted how MCS can contribute to the implementation of the new instrument. Speakers illustrated how new technologies and data sharing can improve MCS and strengthen States capacity, they shared concrete proposals for the future international instrument, and provided insight into the current options being considered for MPA designation and implementation.<\/p>\n<p>The second webinar, which was held in Spanish on November 19<sup>th<\/sup>, provided some insights into the state of play of MCS in the highly biodiverse region of the Southeast Pacific which is facing a range of threats, such as illegal fishing. Earlier <u><a href=\"https:\/\/www.prog-ocean.org\/our-work\/strong-high-seas\/strong-high-seas-resources\/\">online seminars<\/a><\/u> have been held in August 2018 and November 2019 on the topic of Marine Biodiversity Beyond National Jurisdiction and Marine Genetic Resources.
